ROSEBUD – Rosebud’s Election Board has certified 42 candidates for office, setting the stage for a Primary Election to determine who will appear on the August 24 tribal council ballot.
Also, the Election Board disqualified Okreek candidate Ramon Good Buffalo. This decision was determined after a July 5 hearing.
The deadline to register to vote in the Primary Election is Thursday, July 13, 2017. Tribal citizens may visit the Tribal Secretary’s office to register.
The results of a Special Election held in May to fill a tribal council representative vacancy for the Ring Thunder Community were ruled void last month. The decision was reached after a hearing determined there were problems with the ballots being stamped, as required by RST Ordinance 86-10, the Election Code. The 3 candidates from Ring Thunder will be included on the Primary Election ballot.
Martina “Teema” LaDeaux and Linda Marshall are running for a 2-year term as Tribal Secretary. Marshall served 2 terms as Tribal Secretary. LaDeaux is a newcomer.
Louis Wayne Boyd will likely remain as Tribal Treasurer since he was the lone candidate to file for the position. He will serve a 2-year term. Boyd has served several terms as Tribal Treasurer. Previously, he was a council representative, serving voters from both Antelope and Grass Mountain.
Official candidates running for 3-year terms as tribal council representatives from each of the 11 communities include:
Blackpipe: Russell Eagle Bear and William Morrison.
Butte Creek: Arnetta Montoya (incumbent), C. Steve Brave and Paul Joseph.
Grass Mountain: Rita Means (incumbent) and Vanessa M. Red Hawk Thompson.
Ideal: Gabriel Medicine Eagle, Charles DuBray Jr., Yvette Iron Heart, Roger Milk and Shizue M. LaPointe (incumbent).
Milks Camp: Byron Andrews and Alfred Old Lodge.
Okreek: Steven L. DeNoyer, Wayne W. Frederick (incumbent) and Wilma Gary.
Parmelee: Eileen Shot, Brian K. Dillon (incumbent), Tamara Stands and Looks Back and Ira High Pipe.
Spring Creek: Pamela J. Kills In Water, Stanley E. Red Bird, Lila Kills In Sight (incumbent) and Darwin Walking Eagle Jr.
Soldier Creek: Calvin Jones, Jr., Tameleon “Tammy” Wilcox-Chasing Hawk, Kathleen Wooden Knife (incumbent), Dennis Charlie Spotted Tail and Norman Running Jr.
Two Strike: Richard “Smokey” Whipple (incumbent), Ben Black Bear III, Martina Crow Eagle, Ivan Crow Eagle, Michael D. Crow Eagle Sr. and John Two Eagle.
Ring Thunder: Rose Stenstrom, Raine K. Eagle Cloud and Shane Red Hawk.
In the past, when only 1 or 2 candidates filed for a vacant position, both automatically advanced to the General Election. Thus, it is likely that voters will not see the candidates for secretary and treasurer, as well as council representatives from Black Pipe, Butte Creek and Grass Mountain listed on the Primary Election ballot.
The General Election will see the top 2 vote getters listed on the ballot. Voters will go to the polls a second time on Thursday, August 24, 2017.
In addition, Sicangu Oyate Ho, Inc. (SOH), or St. Francis Indian School, will hold their election for school board vacancies in conjunction with the RST General Election in August.
There are 12 candidates vying for 3 open positions on the St. Francis school board. They are Antoinette Miller, Henry Quick Bear Sr., Carmen White Horse, Alton Black Spotted Horse, Roger Crow Eagle Sr., Don “Skeeter” Leader Charge Sr., Daryl Jones, Lynn Colombe, Michael Crow Eagle Sr., Verlyn Walking Eagle, Cynthia Crow Eagle and Keith Horse Looking. All positions are for 3-year terms.
Polling locations will be open to voters from 8:00am to 7:00pm on Thursday, July 27, 2017. Voters may cast their ballot in their community of residence.
Polls will be located at the following community buildings: Antelope, Blackpipe, Bull Creek, Butte Creek, Corn Creek, Grass Mountain, He Dog, Horse Creek, Ideal North, Ideal South, Milks Camp, Okreek, Parmelee, Ring Thunder, Rosebud, Soldier Creek, Spring Creek, St. Francis, Swift Bear, Two Strike and Upper Cut Meat.
